About the Malan
Malan Ideal Impact Evaluation and Research Consultancy Services (Malan) is an Afghan monitoring, evaluation, and learning (MEL) consultancy, registered with Afghanistan’s Ministry of Industry and Commerce. Our expertise is in research, MEL, TPM, data collection, Safeguarding and Accountability to Affected People (AAP) in both development and humanitarian sectors.
We excel in designing and implementing monitoring and evaluations at multiple levels, utilizing both qualitative and quantitative research methodologies. Our committed staff include MEL and TPM professionals, research specialists, thematic experts, field managers, and enumerators. We have broad experience in MEL and TPM design, data collection, quality control and assurance, management, analysis, and reporting. Malan maintains a skilled pool of consultants, including both Afghan and international experts. Our team of data analysts comprises both national and international professionals with experience in data analysis and report writing for United Nations agencies, bilateral donors, and other international institutions across Afghanistan, MENA, and Asia-Pacific. Our data analysts handle both qualitative and quantitative data, utilizing a range of state-of-the-art tools, depending on the requirements of each assignment.
Malan employs advanced Computer-Assisted Personal Interviewing (CAPI) tools such as KoboToolbox, ODK, Survey123, and SurveyCTO, following a rigorous, tailored methodology for each project. Our trained and trusted team of enumerators is well-equipped to collect data using CAPI tools and tablet/smartphone-based technologies. The team includes local male and female enumerators based in their provinces, ensuring effective data collection management.
Malan’s Safeguarding team is to create systems tailored to Afghanistan’s unique cultural and operational context, with a focus on protecting women, children, and vulnerable populations while ensuring organizations meet global safeguarding standards. We aim to foster a humanitarian and development environment where individuals affected by crises are safe, respected, and receive assistance free from sexual exploitation, abuse, and harassment. Malan AAP team strives for an aid sector that is accountable, transparent, and community-driven. We put efforts into empowering the broader aid community and individual organizations by developing and refining AAP policies, conducting assessments, strengthening AAP workers’ capacity, and amplifying community voices through data gathered directly from affected communities.





Malan has a main office in Kabul and currently operates in 33 provinces with over 200 experienced enumerators and dedicated data and project management teams at the provincial, regional, and central levels. Malan’s local presence in Afghanistan, comprehensive geographical coverage, value-based approach, technical rigor, use of modern technology, diverse team and access to qualified enumerators and a pool of consultants position us effectively to deliver quality research, MEL, Safeguarding and AAP services tailored to the client’s requirements in Afghanistan. Malan also has extensive geographic experience with a range of organizations, established relationships with national and sub-national officials and a sound knowledge and expertise of the OECD/DAC criteria for development programs, Evaluation of Humanitarian Action (EHA), Core Humanitarian Standard (CHS), USAID’s MEL, and Collaborating, Learning, and Adapting (CLA) frameworks and systems from which we draw.

Malan’s main office is in Kabul, with local teams and virtual offices operating in 33 provinces of Afghanistan. Our networks among Afghan communities and in-country aid actors across provinces and districts enable us to maximize our field access all around the county.

Zia brings a wealth of research and project management expertise with more than a decade of dedicated work in Afghanistan’s humanitarian and development sectors. His in-depth social connections in the Afghan society enable him to work with all stakeholders to achieve complex projects. Zia has been a successful organization leader and has managed and coordinated large-scale assignments. He has supported implementing projects from multilateral, bilateral and implementing partner organizations. Zia led 12 humanitarian and development research studies in Afghanistan post August 2021 context. He holds a master’s degree in public administration from LPU-India.

A Fulbright scholar, renowned MEL expert with excellent communication and complex program evaluation management skills, having worked with multilateral and bilateral development and humanitarian organizations in Afghanistan and other countries in the Asia Pacific region. His expertise includes skills in third-party monitoring, qualitative and quantitative research and evaluation, developing MEL frameworks, and evaluation capacity building. Jahid holds a master’s degree in development studies from Clark University, USA.

A MEL and program management specialist and legal counsel with expertise in designing, deploying, and managing field surveys, evaluations, and training programs. Aqeedah has over seven years of work experience. She has been an Auditor/Monitoring and Verification with the INGOs and Afghan organizations-funded TPM, MEL and Safeguarding work in Afghanistan. Aqeedah holds a BA degree in law and political science, a LLB degree and a MA degree in International Relations.

Mohsin Amin

Mohsin Amin is a research and policy advisor, with over a decade and a half of experience leading large-scale development projects for Afghanistan, UAE, USA, and Canada. Mohsin has published more than ten academic and analytical papers in journals, newspapers, and magazines. He holds two master’s degrees in public policy and business administration from the USA and India.

Sumayya Ghafoori
Safeguarding and AAP
Sumayya Ghafoori is our lead for Safeguarding and Accountability to Affected Populations (AAP), bringing over a decade of experience in both Afghanistan and Canada. She is an expert in Gender Equality and Social Inclusion (GESI), AAP, and Safeguarding. Sumayya has primarily focused on capacity building, communications, and research within the health and education sectors, as well as collaborating with the Government of Afghanistan. She is certified as a Medical Laboratory Assistant and holds a Bachelor’s degree in Political Science from Canada.

Mohammad Modaser
Stakeholder Engagement
Mohammad Modaser is our stakeholder engagement expert. He has over a decade of experience in Afghanistan, working with several government entities, donor organizations, INGOs, and UN organizations. His area of specialization includes research, communications, and advocacy.
