Malan has established itself as a trusted partner in research and monitoring, evaluation and learning across Afghanistan. Thanks to their extensive experience, our co-founders and core team have successfully delivered over 20 research and MEL assignments for clients, including United States Agency for International Development (USAID), the World Bank, UN agencies, bilateral donors, and international NGOs.
Malan currently provides third-party monitoring and data collection services to Management Systems International under Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA)—USAID’s main MEL program to support ensure accountability, improve program effectiveness, and enhance evidence-based decision-making in a complex operating environment. Through this partnership, we support AMELA with evaluations and field data collection, monitoring 13 UN agencies and international organizations and a large number of their field partners.

Malan was also part of the reference group that reviewed the 2025 Active Learning Network for Accountability and Performance (ALNAP) / Organisation for Economic Co-operation and Development – Development Assistance Committee (OECD DAC) evaluation criteria in humanitarian settings.
